A total of 49 Navotas City Jail inmates graduated from the Alternative Learning System (ALS) program offered by the Department of Education (DepEd) in its bid to equip the graduates with new skills that would be “enough [for them] to create a new and better life.”

In a ceremony held this week, Navotas Mayor Tobias ‘Toby’ Tiangco encouraged the 15 elementary graduates, and 34 high school graduates to strive and learn more skills, and avoid any involvement in illegal activities.

“Prepare for the day [that] you will regain your freedom, [so that] by then, you should be ready to create a new and better life for you and your family,” he told the graduates.

“Make your time productive and worthwhile [while you are still inside the city jail],” he added.

Tiangco said that the city government could offer them enrolment at the Navotas Polytechnic College (NPC) should they want to pursue a Bachelor’s degree.

Irish Cubillan, chief public information officer, said that, once released, inmates who have graduated from elementary under ALS could continue secondary education in Navotas schools; while those who have graduated a secondary education could pursue a college degree at the NPC, among others.

Tiangco added that former inmates may also avail of Navotas Institute programs, which offer various courses, including Food and Beverage Services, Cookery, Barista, Wellness Massage, Massage Therapy, Bread and Pastry Production and Housekeeping.

Such skills may help them land a job.

In April 2018, 20 inmates also received diplomas from ALS, and 14 in October 2018.
